Job Description

JOB SUMMARY

Senior Residential/Consumer Lending Quality Control Analyst is responsible for coordinating the activities of the quality control process of each of the residential and consumer loans submitted for decisions. The incumbent provides internal review on the Home Mortgage Disclosure Act (HMDA) to ensure the reporting of the loans meets regulatory standards.

The incumbent shares responsibility with other all employees for compliance with federal and local bank regulations and with Industrial Bank’s policies and procedures.
PRIMARY RESPONSIBILITIES
The Senor Residential/Consumer Quality Control Analyst has the following responsibilities:

Performs Quality Control on Consumer and Residential Loans

  • Perform consumer and residential loan file reviews to ensure compliance with federal regulations and the bank’s lending policies and procedures.
  • Perform quality control review at loan origination and prior to closing to ensure the loan files(s) meet federal and state regulations, Real Estate Settlement Procedure Act (RESPA), and Truth-In-Lending (TILA)
  • Determine the sampling method and amount of file reviews to be sent to the outsourced quality control audit company.
  • Compile results of loan file quality control reviews and prepare a summary exception report.
  • Report review findings to department heads and senior management.
  • Develop departmental checklists and reports to ensure compliance with regulatory requirements.
  • Train the appropriate staff on regulatory quality control requirements as needed.
  • Maintain the Department’s annual recertifications.
  • Remain current on regulatory changes and requirements by attending seminars, webinars, and classes. Results to be measured by feedback from the findings of internal and external audits and regulatory examinations.
  • Act as the Primary Administrator for the Department’s Loan Origination System (LOS), and the Secondary Marketing Agencies Systems.

Reviews HMDA Loans to ensure they meet regulatory reporting requirements

  • Perform a 100% review of originated, withdrawn/canceled, and denied loans for compliance with HMDA for the residential lending area.
  • Review loans reported on the HMDA LAR on a quarterly basis for accurate reporting.
  • Compile report of file reviews noting exceptions and/or inconsistencies on a quarterly basis.
  • Report review findings to management for corrective action quarterly.
  • Recommend solutions to reduce errors uncovered in the review.
  • Stay abreast of HMDA changes and requirements by attending seminars, webinars, or classes.
  • Responsible for the review of the HMDA Data Collection Sheet for each loan file.

PERFORMANCE STANDARDS

  • The Senior Quality Control Administrator is expected to meet the following performance standards:

Quality Control

Assures Residential and Consumer loan reviews comply with all regulatory agencies.

  • Assures reviews are accurate and any outstanding issues are resolved in a timely manner in order to ensure the Bank is in compliance.
  • Assures accurate reports are provided to senior management on a quarterly basis.
  • Assures timely follow-up on all findings with senior management and appropriate reports are finalized.
  • Recommend adequate processes be in place to resolve inconsistencies that violate regulatory loan codes.

QUALIFICATIONS AND CAPABILITIES

The following qualifications and capabilities are important for successful performance of this job:

  • Bachelor Degree or equivalent work experience
  • 5-8 years of experience in processing or originating loan documents
  • Good oral and written communication skills
  • Knowledge of quality control procedures and regulatory compliance requirements
  • Knowledge of residential/consumer processing
  • Excellent customer service skills
  • Ability to respond to changing priorities and new procedures
  • Knowledge of and familiarity with real estate and mortgage terminology
  • Experience in using a mortgage loan origination/processing software system
  • Ability to work in a fast-paced environment
